1960 Executive... quite a find. There must be a story to share.

These tone controls have me somewhat baffled do you know exactly how they work

They're concentric controls, a somewhat common thing on early stereo. One adjusts bass or treble in the left channel, the other does it for the right channel. Currently you have bass boost in channel A (usually left) and bass cut in channel B. They usually have enough friction that both turn at the same time. Normally I just set them so both pointers line up and treat it like a more common single knob control.

My TA600 has these same knobs and controls.

i have a power tube red plating not cherry red but still a faint red

I'd be more inclined to suspect leaky caps than adjustment problems. I see a number of really old caps in there. The bright orange ones look more modern but I see some old Frako electrolytics and Wima "dog turds" in service.

should i replace the 4 little cream colored wax coated ones and the big orange one
 
the wax ones, large orange one, the pink ones, and the can caps would be on my hit list.
 
Any of the Dark Brown "Dog Turd" (they are marked below, at least the ones I can see) should also be replaced. There may be a couple BURIED between the chassis and the front panel, so check there too. I marked your pics with Arrows to show which caps to replace. The FRAKO e-lytics have a nasty tendency to puke out the rubber end seals. Pre-emptively replace ALL FRAKO's and DUCATI's (they may make damned good Bikes, but there vintage caps suck pasta.)

so yeah, basically it needs a rebuild. Looks like a couple of caps were changed, the rest are really due. I may be slightly more forgiving of the dog turds out of laziness but the rest I'd change.

and fair warning, the tuner is going to have some of these same parts that are due for a change.
 
Seriously this is an absolutely beautiful and complete unit in excellent condition. If I were you, I'd have the electronics professionally done if you can.

The caps in the speakers should also be replaced and I see the wires for the Sony r2r which is a whole other animal.

The amp and tuner are unique console units with very slight variations from the stand-alone units.

Yes. On the lytics go up 1 or 2 voltages. for 20uf use a 22uf. 30uf use 33uf. 40uf go to 47uf. On the films take them up to 600/630V if 400V now, and 400V if 250V.
