check emitter resistors . if going high you will see a false reading ..this is presuming you measured voltage across them .
do the outputs get hotter that side ?

The .15 ohm emitter resisters are within spec, I had replaced 2 of them earlier. The schematic only has voltage on the emitter side of the resistor. Should their be a voltage drop across them? Neither output set gets hot.

yes there should be a voltage drop across them .
the manual says you can check bias by putting a meter probe across each pair of outputs cases /collectors . it should read 15mv .

Yes that is where I am measuring the bias, one channel i set at 15 the other I can't get below 47. Im kind of lost where to look next.

Any other ideas to help me figure out where I should look next, still kind of lost.

Unfortunately even a transistor that checks good may fail under actual load.

No I haven't, a little afraid have not done that adjustment before. I have the 8 ohm 300 watt dummy loads.
