As you said that nothing is working, before stripping things down - There is a microswitch that signals that the lid is down, i.e. the arm is in the ready position. The unit won't run if that switch is not closed. With these the platter should start when the arm carriage leaves the rest position.

That assembly could be original. There might be a rubber slug inside it with a tightening screw accessible through the centre of the rear tube. The rubber acts as a dynamic vibration damper and also expands the counterweight tube inside the tonearm mounting locking it in place.
