I would use only a wire wound pot , a carbon track pot will degrad with DC on it , and become intermittent .

Also most British electronics is made for 50 HZ and the B+ will be slightly higher .

If is a tube amp yes, if it is a receiver , you would have a lot of problems to overcome .The pots go bad and this causes parasitics which causes the output transfomers to fail .

Are the end of the wires striped ,

Make sure your meter leads aren't intermittent or bad , check for continuity between all leads not just certain ones .

I would suggest using 6B4G'S , If the tube sockets are wired correctly , EL34's and 5881 could also be used by just adjusting the bias .

Red plating will cause hi bias

I noticed that the two schematics that you posted have diferent value cathode resistors , the first one has 180 cathode resistors and the second one has 220 ohm . They changed them to 220 ohm to increase the bias , red plating may be the reason they changed them .
