Acceptable tolerance?

I just purchased some sprague atom caps that are labeled 2000uf 25v. My ESR TESTER SHOWS LOW ESR, But my capacitor tester shows them at 2700uf. Is this normal tolerance?
 
depending on where you use it, it may not matter:

1. coupling: lowers the f3, allows more bass (or lower frequencies), subject to feedback loop design
2. power supply: adds capacity, energy joules, subject to overdraw of secondary transformer/rectifier (tubes)
3. bypass: depending on where this bypass is. PS: OK, elsewhere -depends on design such as in cathode bias
4. blocking output, generally OK
5. feedback - not likely for this value unless it's an off-the-wall-design
 
Actually going in a RF generator portion of a sencore sg165 rebuild. The removed cap was even worse, so at least it is better than it was , but still not close to spec.
