Do you mean you have a circuit breaker for the tweeter that is tripping? I would figure it to probably be your source, not the speaker. At least the way I run.
How are you running them? Stereo cranked all the way? Less than half volume?
To check the drivers, pull them, disconnect the wire, and test with an ohm meter. If it reads something, probably good. If it reads 0 or OL it's bad.

Are these white van speakers?
Water cooled speakers, that's a new one to me.
 
Maybe liquid cooled? Ferrofluid is a standard liquid cooling for tweeters. It works, and is cheap enough that even white van speakers might actually use it. Your problem may the cheap circuit breaker, which can be replaced, or even bypassed. Probably not the greatest speakers in the history of the world, but you have them, and clearly you enjoy them enough to be annoyed when they don't work, rather than relieved (and believe me, some fancy speakers sound better not working), so see if there is an easy fix.
