the main thing I'm wondering is how come I'm getting Ov where I think I ought to be getting +68v? Maybe it's normal and I just don't understand things, but it seems wrong.

Yes, that's wrong - it should be +68V or thereabouts - you have maybe 2 open rectifiers, a shorted main capacitor, or a short on pin 8 or pin 29 of that board or what it is connected to. Time for some checks with your multimeter on ohms - and no powering up until the short (or open) is discovered.

Check the recifiers first, then start lifting stuff until you no longer have a short.

Got it! A broken trace on the underside of the F-2511 board. Thanks very much guys for the advice.

Missing half the rail voltages would make things very unhappy.
