Does the basic DISH receiver have enough power to push a small pair of external speakers for a TV????
if so can I get a small cheap distribution box that gives me speaker connects so I can bypass the audio
on my 30 year old TV. The distribution box would be good if it had a sub out also.
 
No. The outputs from a DISH receiver are line level. To drive speakers you need speaker level outputs. Try the headphone jack on your TV if it has one.

A small, (well, maybe not real small) cheap distribution box with sub output is called an older HT receiver. ;)
