Can anyone help with this rare tonearm cable?

I agree with Nat. I think it's something other than the wires you added causing the problem.

With no wire attached underneath will it still skip or bind?

Is it possible that the antiskating thread or filament got wrapped around the outrigger arm, rather than passing over it? That wouldn't be that hard to do when moving the arm, and would add a bunch of friction. Or that it is simply set too high?
