Can someone recommend someone that works on Crown Equipment tuners in particular.

Has it ever worked? What are you using for an antenna?

Good question. I'm assuming so. I bought it used and this is the way it is. I have a Yamaha receiver next to it and the Yamaha does way better. Hard to believe that this is the best it can be. How could they have sold any if this is the best it gets.
Using a standard dipole antenna.
