A new Citizens Broadband Radio Service has been allocated by the FCC for development by individuals for broadband communications.
It is envisioned that the allocated frequency, 3.5GHZ, will create future broadband services. The licensing is equipment determinant and relieves the user from license requirements.

? Is this a new ham band, not requiring a license? Please excuse my ignorance in this (and many) topics.

So, if I get this right each model of equipment must be separately licensed. Of course there will be a testing fee. Maybe a separate license for each manufactured piece manufactured and it could morph to a license fee charged annually for each piece sold, an easier system but same outcome as the British licensing of, I think televisions and radios.
