Does L1 show a dead short to one end of R501 ?

I believe I found C521. The actual location is not the same as the manual but its the only 4.7uf 50V and its right beside and in circuit with L4.
I pulled and tested it. It was fine but replaced anyways.
    Measuring from L4 to R501 I get .2ohms

C509 needs a look'n at. D509 needs to be checked.

Well I replaced C509 and checked D509. No luck. Took out the trimmers and went back to the original resistors. No change. Took out the LEDS, put in incandescent. Replaced the fuse.
And next will recap power supply.
    Starting to pout!

What kind of resistance do you read between L1 and chassis ground now ?

Are you 100% sure you have the lamps wired correctly to L1-L4 ?

    Thats a problem... I would think it would have around 50 Ω. Figuring 15-18Ω per lamp. Times 3 = 45 to 55 Ω.

Either one or more of the new lamps is open or the lamps are miss wired. Or you have a broken wire connection between L1 -->bulb 1 --> L2 --> bulb 2 --> L3 --> bulb 3 --> L4 --> chassis ground (E).
