Criminal/Civil Penalties for Ripping from HD Radio?

Here's a draft law that appears to allow the FCC to write regulations making for criminal (at least civil) penalties if you digitally copy an HD Radio broadcast. Of course, I'm not a lawyer, so perhaps someone with more background could interpret this for us.

Hadn't thought of that - ripping an HD Radio tune! How low, and what low standards!

Plus, I see where Ibiquity is offering a $20 mail-in rebate on new HD Radio sets!

Plus, they will be offering a bounty (an extra $20 rebate on a new HDR) on some electronic gear this fall. They offered no trade-in on a Yamaha CR-1020 or a Sony ST-730ES.

Do I smell desparation?

I think the operative words are: "...unauthorized copying and redistribution..."

I don't have time to read up on the entire thing, but could it be that this is proposed to stop the recording AND rebroadcast of a signal by an unauthorized entity? Recording may not be the issue, but it si the "redistribution" the FCC may be worried about.

Just stabbin' in the dark here...
