Yeah, there's a lot of unraveling to be done here based on what the pictures show. My suggestion is that you read up on as many 500c and 800c restorations as you can stand. That will give you a very good idea on what are considered standard enhancements and other basic modifications. That knowledge will certainly serve as a foundation to see how much and how far you want to, umm, address the various issues presented in your receiver.
As an example, Dave mentioned installation of screen stability resistors. This thread has some very nice pics of an extremely neat installation. Note too the installation of the small resistors on pin 5 to ground for each output tube I mentioned above:
