Fisher FM receiver "voicing" - boosted mid bass?

I like the sound of FM on my late serial 400. But compared to other receivers it doesn't sound flat when the tone controls are in the neutral position.

Did Fisher "EQ" the FM tuners to boost the mid bass? The EQ boost when tone controls are set flat that I'm hearing doesn't apply to the Aux or phono inputs -- just FM.
