Floyd Rose intonation

The saddles on the FR don't want to slide back after I've loosened them. Why? This is an Ibanez JEM guitar. Guess I'll get it setup at local Music Store.

If you loosened the allen screws, the saddles should move pretty much instantly. You don't do it with the fine tuning knob, you have to manually move the saddles

are your strings off or loosened? I can't imagine that they wouldnt move unless under tension or rusted. I've got the edge bridge on an rg 750 and have set intonation without a problem, I would assume the jem bridge is close to it.
