I see boats around here on trailers with no tie downs all the time. ???

Same, and its amazingly stupid. I remember when I was a kid we had a boat come off the trailer when the rope broke. No safety chain, no tie-downs. Crossed an intersection and the boat parted company from the trailer. It actually stopped when it hit a tree. No significant damage to either, boat was winched back up and it was in the water the next day. My 17' boat travels less than a mile from my house to the ramp and it goes down the road with a pair of rear straps and a safety chain on the front. When the ramp across the street from my house was open I didn't put the rear straps on but it always had the chain hooked.
