I have a 1090 on the bench
Everything checks out, but it takes about 10 seconds for it to produce sound.
All power supply voltages are up to normal in about two seconds.
Could this be a "soft start" unit?
 
There’s no protection relay or soft start option in the 1090 that I’m aware of. Give it some time and I guarantee there will be more people replying with much more knowledge then myself.
 
Both channels take 10 seconds?
Only thing common to both is the power supply.
Did you isolate the preamp/main in to see if it's the preamp that's lagging or the power amp?
What did you use for the output coupling caps?

Instead of pre-main jumpers, this model uses internal switches and these are known to develop contact issues with time. Try using RCA interconnects to see if the issue is resolved.

The 1090 is DC coupled; a nice sounding model, worthy of Restoration/Upgrade
 
Strange, I bought a restored 1090 recently it does the same exact thing but sounds great otherwise.. . Is it result of THe capacitors used during a re-cap?

Aside from a soft start should this be reason for concern with an amp
