Marantz 2238B Power Supply Adjustment

In making the adjustment to J787 I could only get the variable resister to 28.5 volts DC.

Any thoughts on why?

I have the volt meter across j722+ and J724- with no speakers connected.

did you do any work to the PS...typically the diodes, caps and the zener with a 1w....

Is there a typo in the manual? It states J724 not J728.

I don't even bother to look at the manuals anymore, I put one lead on ground and touch all of the others terminals until I get to the one that is close to +35VDC, adjust and done. Bypasses all of the errors in the manual.
