Lokking at the settings in XP, looks like I had the shutter open for 1/2 a second.

It's a fish tank. To keep the fish from getting fat they create a current by jetting the filtered water air mix in from the side of the tank. The purple stripes you see is the air bubbles combined with the slow shutter speed and the fluorescent light.
