Panasonic RQ-115 Portable

Hi everyone. I know the Panasonic RQ series from the 1960's might be considered, "toys" to some, but I have several RQ-114, 115 and 116 of these capstan drive models. I enjoy refurbishing these and getting them back to working order.
Basically the 114, 115 and 116 are all the same transport and amplifier section, the 114 has a different case and the 116 is a "4 track".

I have recently seen a common failure on these. The record function does not work properly. The unit records, but at a very low volume, barely audible on playback. The rest of the audio system is fine including play. This recorder featured a "monitor" function where the record audio could be played thru the speaker while recording. This function works fine, as well as the VU meter while recording but the record volume is still very low, barely audible on playback. Prerecorded tapes are fine.

I have been concentrating on the record oscillator section. I've replaced 2 caps and a transistor but still no luck.
Any suggestions? I don't know where to turn next.
