Power Supply Capacitors discolored on negative side

Can someone tell me why the negative capacitor face is discolored (whitish) compared to the positive side that looks like new? I have seen similar on other supply caps. Is this a sign the cap is failing or Is it similar to the negative terminal of a car battery becoming more corroded than the positive terminal?

This is on an old 2270 that is in otherwise mint condition I am in process of replacing bad Rt. CH output transistors. I also noticed the power switch front two poles have been tied to keep unit on at all times.

Is there any signs of a "salt water" spill or drip on the inside of the lower cover? Where that cap is.

If not , likely just a remnant of the manufacturing process.

If yes to a mark on the lower cover, likely that cap leaked.
