RT-707 Counter Belt HELP!

I can't figure out how remove the reel Base,so I can get the belt around the pulley. Can someone please offer any help?

UPDATE:I was able to remove the reel base by removing the 3 screws behind it using a small L wrench. However,now I noticed the the counter is stuck or slow. Any advice on how to relube or clean the counter?

Give the pulley a turn or two by hand. I've never seen one "jam". Make sure the belt is on correctly. (Not twisted.) Reset it to zero a few times.
If that doesn't do it, you've got a "thing" I've never seen happen. Short of abuse, they're hard to hurt.

Unfortunately, this deck got the best of me. I called it quits and dropped it off with a tech that repaired my RT-909. It'll be good as new in about a month.
