Does the voltage tag on the back show it can be set to multiple voltages?

hi, I noticed on the power F-2511 protector board there are 2 plug in points No.24 and 25 that have been d/c and someone has blocked them so you cant plug them in.
Can you tell me why this has been done and should I remove this and plug them back in? Pic attached.
    thanks
