Snake oil or science?

Spotted this today...I have a couple of small spots too...is it worth is? any experience with it? what do YOU ALL use to fix em?

I use RustOleum gloss black enamal and a toothpick to dab it on, heck of a lot cheaper........

tester model paint from hobby shop works too. They have different shades of black to choose from. I think those are between 99 cents and $2.00 depends on bottle.
