Step down transformer mod

Just about anything is possible.

However, it's not worth it. Your incoming AC voltage fluctuates thus so will the output of the transformer. You'll be hard pressed to maintain 100V even with a modification, unless you invest in a regulated power source.
 
Generally, AC is a mongrel to try to control or regulate, without using additional/different transformers. Regulating and controlling DC level is FAR easier.

In your case, the difference isn't enough to worry about IMO
 
I'm with the group.
Another reason not to worry , your meter could be off by a volt or more most are 1%+/- 1 digit. Really not that critical. If you were in Japan I'd be surprised if you measured 100v on the head at any given outlet
