The tape monitor loop approach is flawed as it only compares the 'hot', in addition to some of the factors E-Stat listed. The ground remains connected and not even through the cables you are testing in the tape loop.
E-Stat and I differ on certain things, but I agree that a cable must be tested in isolation or at least through a comparative facility that switches both shield and hot at both ends in and out of the circuit. Otherwise you are only comparing part of the cable and/or with effects of other outside influences.
