Strange light dimmer problem

    I've been restoring/refinishing a 25-ish year old ceiling fan for one room of my house. I have everything working right again, except for the multi-step light dimmer. When the remote is set from the third step down from the highest setting, or any of the lower settings, the light output runs through a reasonable scale from about 95VAC to 115VAC. The second-to-highest setting drops down to about 75VAC, the highest setting falls to 59VAC and the lights start flashing. I'll try to trace out the circuit and post it later, but do any of you electrical gurus have a clue what might cause a strange output like that?
