My tuner has begun to exhibit some scratching sounds when I change stations, so I intend to clean the contacts. Problem is that it is enclosed in a shield. The top of the shield suggests that a part can be removed, but that part is soldered via two tabs to a board. For those who have done that before, is it safe just to desolder the tabs ? or ... ?

I have desoldered tabs before but it works better with tube sets with the tabs going to a chassis. You have to be more careful if the tabs are soldered to a circuit board but from your picture is looks like it is mounted to the chassis.

I hope you realise how sensitive the tuning capacitor is, and the likelihood that the tuner will require realignment after this work is a very definite possibility.

Yes safe to un-solder the tabs, and yes will require alignment after cleaning. This front-end is used in a couple different tuners and all are prone to scratchiness. Sometimes requires a burnishing tool on the ground tabs.
