I saw this cool Chevelle in front of me tonight, and wondered about the bar that actually looks welded to the diff housing but is not a four link or sway bar(I think). What do you think?20180623_212711.jpg

Yah.....

Sway bar, can be found on Chevelle station wagons (larger diameter) in auto wrecking yards cheaply and they add traction because the weight of the car doesn’t shift from side to side under quick acceleration !!!

It's there to protect the axle in case it gets hit by somebody trying to snap a pic of it while driving ...

PS ... bonus points awarded for waiting till you were stopped at a light. <G>

That's nothing more than a factory 7/8-in. rear sway bar, standard with the F-41 suspension package that came with your SS Chevelle in 1971 and included boxed control arms. It was optional on lesser Chevelles.

Welding a sway bar to the center section would stop it from functioning properly, it's supposed to transfer the movement to both sides, hence eliminating sway. Welding it to the center section would make it become more like a torsion bar.
