Yamaha c4 power supply problem?

After replacing 99% of the caps in the c4 with elna silmics and nichicon for the bp i ve waited for the burn in off the caps to finish and took the measures of the voltages and i get these values

On the +45 i get + 42.5 to + 43 (fluctuates in the course of minutes)
-45 i get - 41.5 to - 42 (fluctuates in the course of minutes)
+12 i get + 21
-12 i get - 22
+30 i get +30
-30 i get - 30
I should point that with thw original 3 big caps the voltages were closer to the specified ones .they were +44 and - 43.
Could this be a potential problem in the psu?could it be that the silmics are not a good choice for the psu?or is there a problem in the psu?i also should mention that in the psu i didn t replaced 2 caps:10uf 50v bp caps.they are still the origi al ones.i thought they were normal caps and when i got into the psu i found that they are bp so i didnt have bp and let the originals in there.
 
I change all caps except 2 bp in the power supply next to 3 big ones.the voltages are measaured on the hardwire.i took picture

can you point out where +12v is on schematic ?
- 20-21 volts is normal for the -12 test point. Look at the collector voltage in the schematic of TR623................. -12 is a typo. Should have been -21. Look at the AC off of the power transformer feeding that 21 volts. Its 19.5VAC..

Oh. Yamaha messed up the circuit board silkscreen as well and marked it -12..
