Winding resistances on that transformer should be fairly low (<10 ohms) so you may be able to check for winding continuity in-circuit.

A scope on Q17 collector and the diode anodes would give you a big clue.

DBT set up. Which ever speaker port i use the unit lights the bulb full brightness and just hummms
