Does the SX-3900 have a PA1001-A and PA1002-A?

A dead tuner section? Sometimes when you suspect it is a blown IC, it is actually still good.

Although there are none of these chips on there now, I've found that there are a few sellers on ebay that carry some hard to find ICs.

The TX-9500II does, as does the TX-9800. The TX-9500 does not.Receivers using this set of IC's include SX-1080, SX-1280 and SX-1980.

Again, looking through the manual scans here on AK, I found the following:thmbsp: :
TX-6800 only uses the PA-1001A
TX-7800 uses PA-1001A and PA-1002A
TX-9500II uses PA-1001 and PA-1002 (not A)
TX-9800 uses PA-1001A and PA-1002A
SX-780 uses PA-1001A
SX-980, 1080, 1280, and 1980 use PA-1001A and PA-1002A

First find out which one is bad. This may save you money if you can get away with replacing just the PA-1001A. Second, the or PA-1002 will work from what I've heard, but you may lose the muting function on your reciever. Good luck,
