Eico Tube tester 667 advise needed

Good day folks.
I have read many threads over the last few years, but this is my first.
I have an old Fisher 400 that has been updated and was tired of paying someone to test my tubes, so recently I purchased an Eico 667 tube tester. I took it to the elderly tech that I use, he checked it over and found all of the circuits are within their parameters, but the needle gauge is reading low. He went through it reviewing the manual, but could not find any obvious reasons why the read-out is lower than his tubes gauged against his two tube testers.
Can anyone advise?
