Help with fm generator amplitude

Hi guys im in the process of perfoming my first alignment i picked an akai AT-2200 tuner as my first try.
I have attached a picture with the alignment instructions i have seen many threads and read many documentation about alignment but i have some questions hopefully you guys can help me.
On step 3 where you adjust t1 upper core for less than 0.3% distortion on the very vague instructions it says to send a 108mhz fm signal at "60db" now from what ive read db is a ratio with a reference and no reference is given on the service manual. So im not sure what they mean when they say "60db" do they mean -60dbm or 60dbuv?

Then on step 6 the sensitivity adjustment it says to send a 108mhz signal at "less than 12db"
I assume this is a weaker signal to adjust sensitivity? what do they mean by "less than 12"?

Id just like some clarity on the process on what kind of amplitude level the signal should be for these adjustments thank you very much

Probably 60dBuV but provide enough signal level to put the noise as low as it gets to the noise floor. In voltage terms say around a mV is sufficient
Once again they are referring to 12dBuV although you can adjust rf front end sensitivity with just using a unmodulated carrier and adjust for maximum quieting by monitoring the noise out of the detector
