I've never seen this. Nearly all japanese transistors do have the collector in the center, making it easy to identify base. JEDEC is the American (started by EIA). The Japanese standards are JIS. It probably is correct, but I don't believe it is a JIS standard. My advise is to use your meter (diode test)
- with the collector in the center, a PNP will conduct with the positive lead on the collector and the negative on the base.
