Optonica rotation issue

Greetings AK fellows,

I have an old Optonica turntable RP-777. Supposed to be my first belt-driven table. Bought from Japan awhile back, seller claimed it worked for 33 rpm when tested with an LP record. It is spinning too fast and pitch control does not work. Neither do the speed buttons. It looks relatively clean despite its age, even the circuits inside. I have tried changing belt and cleaning the control pots but to no avail. My country local voltage is 230V 50Hz. I am using 100V step-down converter to power it. I am wondering whether the issue is frequency related, or really there is some issue with a component inside that requires adjustment or repair. I couldn't find any manual for that model. Some pictures are attached for reference. What would be your advice?

Hmm, let's see... Japan is on 60hz and you're on 50hz. If it was frequency related, wouldn't it be too slow? Just guessing here. Hope some more knowledgeable member comes to rescue.

That's a good point I did not think of. Any 2nd opinion?
 
The frequency disparity is an issue in terms of absolute speed, but the speed should change between 33 and 45rpm, and the speed should vary when you alter the control pot.

Sounds like it's faulty to me.
