Pioneer CT-F9191 - right channel with Dolby?

Hi! I have a recently restored F9191 that plays wonderfully using Dolby pre-recorded tapes- but when Dolby is engaged, the right channel becomes really muddy with most tapes. The strange thing is that certain tapes, like Damn Yankees (from 1990) have no issues and the right channel is crisp. All the tapes, regardless if they are muddy or crisp, are marked Dolby HX Pro.
Is this normal?

No it is not normal. Dolby Hx Pro is dynamic bias and is not related to noise reduction or playback. So this means only they are recorded using Dolby HX Pro. On prerecorded cassettes if there is only Dolby name and symbol on cassette without letter, it means Dolby B. If Dolby C it is marked as Dolby C, but they are relative rare.

So if a non Dolby prerecorded tape was played with Dolby engaged, both channels would be muddied, correct?

Yes. But non Dolby prerecorded (commercially recorded) tape can be only from beginning of 1970s. And has no high frequencies anyway.
