Please help me with a screw!

How are these inset screws and retaining bolts/screws removed?
Tonearm is a Yamaha GT series, YA-39. There is excessive play in the gimbal bearings, both sides of the tonearm mount. Screw is circled in red. Top view picture shows the same screw as on sides, but more clearly. Looking to dismantle in order to repair or adjust. No SM available, have never encountered such a thing, bent a jeweler's screwdriver already. Pictures taken from internet.
EDIT: Unlock the outer ring first- Yes?

that type of screw looks identical to an eccentric adjust on some types of levels used in Fire Control and Sighting equipment that I repair. The middle screw might have an eccentric shape to it, and when turned left or right causes whatever inner mechanism its hooked to to move up, down, left or right. On the screws I'm familiar with, you have to remove the outer ring, as the inner screw has no threads.
 
The inner screw is the adjustment, the outer ring with the slots is the locking screw. You need to turn the outer one counter-clockwise about 1/2 turn and this will let you adjust the inner screw to take the slack out of the bearings.
 
ehen I saw the thread title, I was about to say: I love AK, but theres just a few things I am NOT willing to do! :)
