RT-707 issue

I have a recapped RT-707 that when I push stop in rewind the tape is to loose on the take up reel . FW , play (F&R) work fine. Is this a back tension issue ? Both brakes engage and disengage. Any ideas on a fix ? thanks

Nice easy fix. All I did , loosen the two screws on the band and disengage the brake enough to tighten the band ,re tighten screws. Works fine now.
