Bass and Treble tone controls aren't designed to be centered on a frequency - at least not within hearing range. They are low cut and high cut filters (the "cut" can be negative, though, giving an emphasis instead) with with their effect increasing toward low frequencies (bass) or high frequencies (treble), with minimal effect on the midrange. No bell curve (within hearing), just increasing effect to the limits of hearing.
The C24 manual says the Bass and Treble controls have up to +/- 18 dB effect at 20 Hz and 20 KHz, respectively. This is probably typical of Mc preamps with Bass and Treble controls. No curves or dB/Octave specs in that manual, though.
