6P14P = 6BQ5 = EL84 - rated 300V - these shouldn't be used above 350V.
6P14-EB or -EV (AKA EL84M) is the one you want to replace a 7189 or 7189A, as they're rated at 420V or so. I have a set in my Lafayette LR-800.
The various suffixes just indicate tubes with higher mechanical stability or long life or assembled to withstand vibrations. They can all handle the higher voltages. I have used the regular 6p14p's in place of 7189 for many hours without issue.
Edit: Digging into the actual technical sheets Tom Bavis is right. But from personal experience I've used the regular 6p14p (used but test good) in my Scott 222C for near 1000 hours without any issue of any kind. Maybe they will die a little sooner than usual but since I bought 110 of these @ about $1.50 each awhile ago I'm not too concerned!
