Vector Research, Audio clicks off?

I picked up a Vector Research Vr-2500 with a problem. when I power it up it has audio for about 2 seconds before something clicks off and the audio goes out. The power remains on but if I turn it off, I have to wait a minute to try again and it does the same thing. Is this the relay clicking off? what might be causing this?
