Actually, some do, otherwise the stub you refer to would be a solid piece and an extension of the tonearm. But I am not familiar with his specific tt so maybe not.
Either way, it has to go back on as it is needed to carry the counterweight.
To the OP, spend some time looking at pics of TT's here in the TT forum and you should quickly get an idea on how most TT's are supposed to look when all components are attached properly. Lots of info here but you will need to spend some time reading but if you are really interested in listening to vinyl it would certainly be worth your while.
