    Should not affected by the drivers or grids. According the original schematic...

    Don't mean to be dense, but do you mean the 3.5K Ohm resistor feeding the first/top 0D3? This, too, had been replaced, but if it should have a higher resistance, I might have something in the parts bin. Has to be at least 20 Watts, as the 3.5K Ohm is that wattage.

    YES~! The value is too low causing excessive current draw through the 0D3's.

    The voltage across it times the 40 some odd mil you measured will give you dissipation.

    The 0D3's are "Spongy" so when you raise the resistor the regulated voltage will come up a few volts, Which is fine.

    You can try adding a 500 ohm or 1K in series with the 3.5K.
