tape deck meters

Hello , I picked up a Marantz 5010 cassette deck for $50. Had to clean and work all the mechanicals and install new belts. The only issue I’m having now is that when I press the play button the Left meter pegs out to the right and flutters. It doesn’t matter if there is a tape in it or not...
