16 ohm speakers with 8 ohm outputs

I have read on line and it seems as though 16 ohm speakers can be safely used on 8 ohm outputs, though there may be a decrease in volume. Some of the larger bozaks used/use 16 ohm speakers. Were tube amps of the same time period always outfitted with 4, 8 and 16 ohm outputs, or did Rudy Bozak figure they would sound fine with 8 ohm outputs on a tube amp. Anyone with specific recommendations? Thanks Norm

The lower the ohms the closer to a short. So more current will flow causing the amplifier to run harder. Zero ohms means no resistance to current flow.

Its always safe to run speakers with higher ohm ratings than your solid state receiver's-amplifier's rated output minimum (unless the speakers are presenting a really unusual load in which case they would be stressful regardless of the ohm rating). The amp will just flow less current through it's output transistors limiting un-clipped volume potential but as long as you don't overdrive the amp there should be no problems with the amp itself.
