2226B bias adjust issue

When I try to adjust the bias to spec, I only get a range of 0.1 - 2.0 mV when turning the trimming resistor. It's supposed to be set at 18.8 mV. Any ideas on how to get it up to 18.8mV? I have adjusted DC and power supply to spec, they were both pretty close when I started.
