I would buy a cheap hand held battery operated O-scrope, about 160$. With that and a schematic you should find the issue in an hour. Then you will have scope for the next time....

There is no real substitute for an o'scope. Meters will tell you that there is a signal, o'scopes tell you what the signal is. If you are diligent, you can find a used o'scope suitable for audio work (20MHz or better, solid state) for less than $100. It can be your first re-cap project!
