i had a look and cant seem to find anything near 400mhz .
i see there arent and bias diodes .
having a quick look again and not seeing any feedback .

Well, where this transistor is used, does it have to be 400mHz? or would something slower work? Man i feel like i need to be an engineer to figure these things out

yes i am not an an engineer as you know .. i just fix things like yourself .. i sometimes look at similar circuits to see what worked in those ..
the designer used that part for a reason . its not the run of the mill part from what i can see .
i do see on the schematic certain transistors have a dotted ring around them .. i haven't checked the manual yet to see what that means ..

This circuit has NO provisions for idle current adjustment, and as such is going to be damned particular about the replacement. If you are certain that it needs replacement and aren't interested in modifying the bias circuitry, I'm thinking you'll have to pony-up for an original part.
